Register state
For each source and scope: whether it holds records, is stated empty by a checked statement, is contradicted, or is unknown. Unknown is not zero.
Proposals
Open items are proposed from the published rows of a register or an access extract. The due day and owner role are those of the source row; a row with no due day is listed as blocked and no day is invented.
Escalation
An item past its own due day is raised to the next stage by the escalation schedule the institution published and a checker approved. Without one, nothing is escalated. A stage is a recorded state: no message is sent and no recipient is configured.
Newer sources
What the newest published source says about each open item: changed due day or owner, now closed, or no longer there. Nothing here changes, closes or reassigns an item; a person decides with the register's own actions.
Overdue items
Items past their own due day and the escalation stage each stands at. The day is the service's own day.
Item trail
The path from the source row to the action: where the item came from, each step in order with its reason, and who may act next.
